Emergency Response System for Road Accidents ERA-GLONASS system is an effective way to increase the safety of millions of transport users and reduce mortality in the road traffic accidents. ERA-GLONASS system provides collection and prompt transmission of information on traffic accidents and other road incidents to emergency response services; it is a unified secure and trusted environment for collecting, processing and transmitting information. In the case of accident, the emergency call device switches to active mode and initiates an emergency call to ERA-GLONASS system, transmitting information about the vehicle’s location based on GNSS such as GLONASS, GPS, Beidou and others. The emergency call can be triggered automatic in case of a serious accident (when rollover sensor or airbags are activated) or can be triggered manually if the driver presses the SOS button. ERA-GLONASS filtering contact center receives standardized information on the location of the vehicle and it’s VIN number. The call is analyzed and if emergency assistance is required, full information about the accident is promptly transmitted to the emergency response services (System-112) including vehicle model and make, license plate number, color, vehicle location and heading. ERA-GLONASS yields maximum efficiency in observing the critical “golden hour” rule in emergency medicine: the aid rendered within the first hour after an accident exponentially increases the likelihood of saving accident victims’ lives and minimizing the development of serious injury complications. The use of the filtering contact center allows not to overload emergency response services with false calls and provides information transmission about the accident to emergency services in 19 seconds. It's faster than pulling out a phone in a stressful situation, dialing a number and waiting for an emergency operator to respond and then describe the incident, the place where it happened and with whom. The system is based on a centralized principle, its infrastructure is deployed in the form of regional switch nodes in all the regions of the Russian Federation. The mobile virtual network operator (MVNO) network based on the four largest Russian mobile operators’ networks provides the best network coverage in the country. For the 9 years of operation more than 11 million vehicles are registered in ERA-GLONASS system, information about road accidents was transmitted to emergency response services more than 386,000 times. For the entire period of ERA-GLONASS system operation in the Russian Federation, the number of victims per one accident has decreased by 14%.

In Russia, ERA-GLONASS system was launched into commercial operation in January, 2015. The project became the world's first government owned emergency response system for road accidents. We’re ready to offer interested foreign partners to use the experience of creating and operating the ERA-GLONASS state information system to build navigation and information rescue systems and develop other innovative services. Its implementation may take about two years for the turnkey solution.
