The main task of Russia on the mainland is to promote the development and strengthening of the international Antarctic Treaty system. It is possible to cooperate with the BRICS members: South Africa and India.

The first stage (2025-2028) is the creation of the Antarctic Consortium using PPP (public-private partnership) as a temporary voluntary association of economically independent firms to solve specific tasks. After completing the tasks of the first stage, the Antarctic Consortium ceases its activities or is transformed into another type of association. The following stages involve the continuation of the construction of 3-4 more new vessels at the shipyards from 2029, which will really allow Russia to enlarge annual krill catches to the Soviet Union level - starting from 500 thousand tons of krill per year.

- a step-by-step creation of an Antarctic Consortium and a new Fishing Company, with the entire scheme from catching, processing, delivery and sale of products from the new statistical region of CCAMLR 58 (58.4.2), where krill fishing is practically not conducted by anyone; - the prospect of further development of the Fishing Company due to the involvement of new BRICS member countries, such as Iran, and in the future, possibly Thailand and Malaysia with a gradual shift to the Antarctic part of the Pacific Ocean; - raising the krill pharmaceutical industry through a highly biotechnological process, that will significantly affect the National Health.
