CITIIS program of National Institute of Urban Affairs, Ministry of Housing and Urban Affairs, Government of India is funded by international institutions to fund city innovation projects. CITIIS Management Platform (CMP) is an end-to-end system to run national scale challenge, select city projects via online jury, and manage lifecycle of each project from planning, budgeting, procurement, progress monitoring, environmental and impact assessment, financial monitoring, events and communications. Projects are managed at national, state and city levels with workflows, automation, document management for collaboration and e-governance.

The CITIIS program is a multi-year program. Gaia has been designed and developing the system for nearly two years, with continuous enhancement through new modules, features, and digital automation to enable seamless orchestration of the program at national, state and city levels, and for each city to manage its stakeholders, vendors, partners, and citizens.
The CMP platform runs a national scale program led by Ministry of Housing and Urban Affairs, Government of India. The projects managed via the platform in CITIIS 1.0 include the state of Odisha and projects in 12 cities including Agartala, Amaravati, Amritsar, Bhubaneshwar, Chennai, Dehradun, Hubbali-Dharwad, Kochi, Puducherry, Surat, Ujjain and Visakhapatnam. The projects managed via the platform in CITIIS 2.0 include urban interventions in Agartala, Agra, Bareilly, Belagavi, Bilaspur, Guwahati, Jabalpur, Jaipur, Madurai, Muzaffarpur, New Town Kolkata, Panaji, Rajkot, Srinagar, Thiruvananthapuram, Thanjavur, Udaipur, and Ujjain.
CITIIS is a national scale program of the Government of India to build smart, sustainable innovations in Indian cities. CMP platform is a bespoke project management system for managing distributed large scale projects at national scale. It allows each city to manage its users and multiple components of its project, and digitally manage every stage of each component from planning, budgeting, procurement, events, communications, impact assessment, progress and disbursement management. The unified system allows the Program Office to monitor, approve or manage project needs at a national level. It combines best-in-class UIUX, information architecture, workflows and automation.

CITIIS program aims to spearhead innovation, revitalize urban spaces and create lighthouse projects. Each project follows specific maturation processes and economic, environmental and social guardrails. Key innovation in CMP platform is ability to manage and monitor multiple projects with multiple lenses to assure implementation progress while meeting larger impact goals and rules. The specific IP lies in its information architecture to support local and federal management of each project, structured multi-tier and multi-component project management.
