The current construction waste in China is 3,000MT /y approximately, which has accounted for more than 40% of the total municipal solid waste, and is expected to reach 4,000MT in 2025, however, the recycling rate of construction waste in large and medium sized cities are not more than 10%, a great amount of waste are still treated by the mode of traditional landfill and lower class crack-sieving, which increased the conflict of "city surrounded by rubbish "and land shortage . Therefore, it is ncecessary to develop an efficient process and complete plant for construction waste pretreatment and resource recycle ,and solve the issues of prominent shortage of natural resource and environmental pollution caused by construction waste, so as to realize the waste recycle and utilization maximally, Maqiao Renewable Resource Utilization Project is just a developped successful project case of construction waste recycle industry under this backgound, which can provide a reference and demonstration to other city in environment governance and construction waste recycle field . the basic process route is as the following: Construction debris and decoration waste gathered from city and town is transported to the utilization center of construction waste and stacked separately , through preselection by labour force, then broke the bag and load material by excavator to pretreatment workshop of " two class crack, two class sieving " for construction debris or "two class crack, four class sieving" for decoration waste, then different grain sizes of recycle aggregates are produced, which of them are transported to resource utilization workshop at the down steam for producing regeneration brick ,others are sales to concrete mixing station outside as the raw material of concrete and mortar production, the plastics, wood ,metal sieved by this unit are recycled by special company , and the remained muck and light materials without values are transported to landfill yard and waste incineration plant planed by municipal authority for filling and burning , so as to realize the utilization of "reduction, harmless & recycle " to construction wastes, and promote the development of circular economy.

The advanced process, technology and operational pattern of construction waste treatment and recycle field from Europe is introduced , referred and combined into this project, the integrated process and complete plant of efficient construction waste treatment and high valued recycle is developped and applied successfully, it is assured that 100% of gatherd construction waste is treated, conform to the environment protection standard completely, the recycling rate of construction waste reach to above 85%. This plant can receive and treat 7 00,000 t /y construction waste from Minghang District, save 120 acres of land owing to waste landfill each year, reduce the consumption of 500,000 t /y non-renewable mineral resource approxinately by replacing natural aggregates with produced regeneration aggregates, reduce the dischage of 117,000 t /y dioxide carbon and other greenhouse gases, the benefit of environment is dominant. This project is also one of the twelve construction waste recycle plants planed by Shanghai city authority emphatically , which has good demonstrative function, and become reference and project case for other cities and districts authority to implement construction waste recycle plant, the benefit of sociaty is more highlighted.
