Video analytics system on the Moscow Ring Road (MKAD) and key highways – the Accident Management project
The high-speed highways of Moscow are objects of increased potential danger. Due to the high speed limit of such facilities, the severity of the consequences of traffic accidents is much higher. To reduce the risks of emergency situations, a comprehensive Accident Management system has been implemented. The system currently automatically records 13 types of incidents, allows quickly responding to them and helps minimize the consequences of such incidents. Conceptually, it is an ecosystem of services for incident aggregation, management and processing, monitoring the operation of infrastructure and emergency response of services involved.

The development of the system was started in 2022. At the moment, the complex of intelligent video surveillance cameras covers 100% of the Moscow Ring Road (109 km), as well as some key highways in Moscow (North-Western and North-Eastern chords, Lefortovsky and Gagarinsky tunnels). The successful testing of the video analytics system on the Moscow Ring Road opens up opportunities for scaling up to the Moscow High-Speed Diameter, other highways of the city and regions.
At the moment, the system is implemented only in Moscow, on the main highways of the city – Moscow Ring Road, Moscow High-Speed Diameter and other key highways. Conceptually, the system will be scaled up, the frequency of smart devices deployment will increase, and alternative sources of incidents will be introduced into the system, which will allow the MTCC Situation Center as well as other emergency response and monitoring services to perform a full list of incident handling operations on all roads of Moscow.
Taking into account the specifics of Moscow high-speed highways, their road capacity, speed limit, features of interaction between structural units and interdepartmental communication, there are no analogues to the solution.
