The Russian Voluntary Standard and Registry for the Issuance and Circulation of Green Electricity Certificates – Carbon Zero
The global shift to renewable energy is essential in the fight against climate change, but the tools for verifying and promoting green power consumption vary widely from region to region. Energy Attribute Certificates (EACs) have become the most popular method of purchasing and verifying green power globally, with systems such as RECs in the US, GOs in the EU, and GECs in China. However, for the past 2 years there has been a significant gap in Russia, leaving companies without a reliable means to certify their green energy use. In response, Carbon Zero LLC launched the Russian Voluntary Registry for Green Electricity Certificates in 2022. This system enables electricity consumers to contribute to the global reduction of greenhouse gas emissions by supporting low-carbon energy generation. The Carbon Zero Green Electricity Certificate Issuance and Circulation Standard, recognized by the National ESG Alliance in Russia and presented at the global UN conference COP28 in Dubai, is an important step in aligning Russia's renewable energy efforts with global standards.

After deciding to participate, generators must enter into an agreement with Carbon Zero LLC. They must provide the necessary documentation to prove that they meet the requirements of the Carbon Zero Standard. This includes proving that their power plant uses only renewable energy sources, delivers electricity to the grid, and is equipped with the appropriate electricity meters. It typically takes only 2-3 weeks, including the compliance verification process. Electricity consumers, on the other hand, can begin purchasing and redeeming these certificates almost immediately after the power plant is registered.
The certificate system is being implemented across Russia. However. Carbon Zero LLC is open to expanding the system to include global power generation companies, allowing BRICS+ countries.
