A set of tools (website) for a risk-based approach in the execution of state contracts to reduce labour costs during supervisions by the control department of an executive authority (The service for contract execution control).
To supervise payments within contracts the control department of an executive authority has to open each contract on the website of the Unified Procurement Information System, which is labour intensive. The service for contract execution control was developed to reduce these labour costs. Above mentioned supervision is carried out once a year for the contracts of the executive authority and its subordinate institutions. There is no real-time control tool. The service for contract execution control goals are the following: • Implementation of risk-based approach for payment orders for the contracts within the 44th Russian Federation Federal Law (“On the contract system of procurement of goods and services to assurance state and municipal needs”); • Implementation of the automatic uploading of procurement documents (notice, contract, complaint) from the Unified Procurement Information System. A set of tools (website) has been developed: • To control timely payments within contracts; • To automatically calculate deadlines of payment orders; • To report contract payment deadlines; • To generate and send automatic notifications to responsible executors. The platform implements seamless communication between the Control Department of the Moscow Department for Economic Policy and Development and its subordinate institutions. All calculations of the platform are made in a single information environment, that prevents possible errors of data inconsistency, reminds about payment for contracts, and reduces the number of contract payment delays. Procurement documents (notice, contract, complaint) are automatically uploaded from the Unified Procurement Information System to the network folders of the Control Department of the Moscow Department for Economic Policy and Development.

The Unified Procurement Information System is a data store website without ability for tracking payment deadlines under contracts. The service for contract execution control processes data from the website and notifies about possible risks of payments overdue of contracts (According to the Code of Administrative Offences of the Russian Federation article 7.32.5, the penalty for violation of contracts payment deadlines is from 30 to 50 thousand rubles).
