Goroda.RF: the Digital Platform of Russian Cities
More than three quarters of Russians live in cities. Urban development is one of the strategic priorities of VEB.RF. In order to understand which cities need the most support from development institutions, and where the greatest social return on investment can be ensured, VEB.RF has created a comprehensive analytical tool - Goroda.RF. The platform is a digital service for two-way communication of city authorities with citizens and businesses. It includes several modules: - City cards that include key facts about a city and its economic indicators in dynamics. It also provides information about interesting places for citizens and tourists and contains a module that allows citizens to propose an idea on city development, participate in a survey or crowdfunding projects. - Analytics section includes a database of 218 cities on more than 300 indicators based on City Life Index developed by VEB.RF. The Index encompasses such topics as housing, income and jobs, health, education, mobility, urban development and improvement, environment, safety, community and civil rights, work-life balance and life satisfaction. This section also provides an analytical tool for comparing cities. - Research is carried out on a regular basis and published on the Platform. Education section includes events calendar while news is published on the news module. The special projects section provides information on social and cultural projects in the field of urban development.

The GORODA.RF platform has an indefinite period of application. The City Life Index data is updated annually.
The Platform currently covers 218 Russian cities. The City Life Index 2024 will include 250 cities. Goroda.RF is already used in a number of cities (Sochi, Kazan, Vologda, Krasnodar, and Vladivostok) as an analytical tool for regular data monitoring. This solution allows city authorities to identify areas for development and match them with the needs of city residents.
Goroda.RF is a platform designed for a comprehensive assessment of the socio-economic situation in the largest Russian cities, based on the use of the best international experience. The Platform has had a significant impact on improving the quality of life. It is used to analyze the applicability of an investment project to a particular city, to understand which cities need support to accelerate development, which factors provide the greatest social effect from investments and to create a library of the best solutions that have already been tested by other cities. The Platform provides a wide range of opportunities: • Analysis and comparison of Russian cities based on indicators in various sections; • Comparison of Russian cities with international cities based on OECD indicators; • Conducting case studies; • Assessing the effect of implementing best practices and sharing it between cities; • Digital twin of the city for problem solving and information search; • Communication module for collecting ideas and initiatives from citizens; • Analyzing the dynamics of indicators and changes in cities, their cause-and-effect relations. The practice may be replicated. The database includes OECD indicators which ensure international comparability. The Methodology of the Index is universal and may be applied to foreign cities, including the BRICS cities.
The practice was nominated for the best social project of the ADFIAP Sustainable Awards 2023, and also became a laureate of the Runet Prize 2023.
