Human capital is the main resource of any state without development, which the country will quickly lose its leading position on the world stage. If the state wants to provide itself with qualified specialists in all areas of the economy, it needs to become a mentor for both present and future specialists. However, existing methods aimed at solving these problems do not demonstrate proper effectiveness, as evidenced by a number of studies. According to Rosstat, 76% of university graduates in 2021 went to work outside their profession, which is attributed to the fact that by the end of their studies they realized that they had made the wrong choice and were not interested in the profession they received In turn, according to the ASI research conducted jointly with the Ministry of Industry and Trade of Russia, 60% of employers are not satisfied with the quality of training, which is associated with, that universities and colleges cannot respond promptly to changes in employers' requirements in the labor market, which leads to insufficient qualifications of specialists and, as a result, a decrease in labor productivity, an increase in both financial and time costs for training personnel for themselves on the part of employers. At the same time, 40% of employers in the real sector of the economy are experiencing a shortage of personnel. According to Rosstat, unemployment in Russia remains at 3%. However, low unemployment can lead to a shortage of labor resources in certain regions and industries, and in the country as a whole. This project proposal aims to leverage Artificial Intelligence (AI) to enhance the efficiency of justice delivery by assisting judges and advocates in legal research and drafting. The current legal system faces delays due to heavy workloads, human errors, and inconsistent access to quality legal resources. By implementing AI-powered legal research tools, drafting assistants, automated document summarization, and predictive analytics, the project seeks to reduce judicial backlogs, improve accuracy, and make legal services more accessible. The proposal outlines the development, testing, and implementation of these AI tools, with an emphasis on training legal professionals to use them effectively. The anticipated outcomes include increased efficiency, reduced costs, and improved decision-making, with the project being rolled out in phases over 18 months. Through this initiative, AI can play a critical role in empowering legal professionals and improving the overall quality and accessibility of justice.
With the expansion of BRICS, the linguistic issue is becoming more acute. Economic growth of the BRICS members is increasingly dependent on access to disruptive technologies, especially to artificial intelligence (AI). One of the sources of AI development is effective cooperation between the members’ MSMEs with expertise in AI. Foreign language skills enable participants in BRICS AI projects to communicate effectively and exchange ideas with international partners. This fosters better understanding of technical details, cultural nuances and business practices, which in turn increases the chances of successful project implementation and innovation. Often, low proficiency in foreign languages (primarily English) hinders or even makes it impossible to exchange knowledge and experience. In this regard, this project proposes creation of a BRICS language platform for centralized distance learning (hereinafter referred to as “Platform”) for AI specialists involved in joint projects or collaborations within BRICS – owners or staff of MSMEs, start-ups etc. Thus, the Platform generally targets BRICS countries’ economies by fostering technology transfer and joint projects efficiency and contributes to the members’ economy and welfare as well as to the group’s GDP. This makes the alliance more credible in the international arena.
